Winding mountain roads, empty country roads in the interior and almost always good weather: Spain is a dream destination for many riders. Motorcycling in Spain comes with a few rules you should know, though. The Guardia Civil checks thoroughly, and fines are often due on the spot. Here are the key rules so you can set off relaxed.
Driving licence
With an EU driving licence you can ride a motorcycle in Spain as normal. You do not need an international driving permit. What matters is that you carry the licence in the original.

Spanish police know the EU rules very well, and discussions about special national rules rarely get you far. According to ADAC, the German 125 cc extension B196 is a purely national rule and is not valid abroad.
Helmet law in Spain
There is an unrestricted helmet requirement for rider and pillion, in town and out of town. The helmet must be approved to ECE Regulation 22 and worn properly fastened. Non-certified, damaged or loosely worn helmets are not allowed. From 1 October 2026 Spain explicitly requires a homologated helmet to UNECE R22 for motorcycles, with a transition period until 1 October 2027 for mopeds.
Riding without a helmet costs €200 and 4 points in the Spanish points system.
Protective clothing: what is mandatory
This changed in 2026. Under Royal Decree 518/2026, new requirements apply to riders and pillions from 1 October 2026. A jacket or armour is still not required by law, though.

Missing gloves or proper shoes cost €200 each. Traffic moves quickly on Spanish country roads and the tarmac is often rough. In a crash without protective clothing you pay with your skin, not with money.
Daytime lights
In Spain you must always ride with your lights on, including during the day. Dipped beam or approved daytime running lights are allowed. Side lights only or defective lights are not. Violations are often punished on the spot, especially at checks outside towns.
Speed limits for motorcyclists in Spain
Spain lowered urban speed limits significantly in 2021: on most town streets with only one lane in each direction the limit is 30 km/h. On country roads the maximum has been 90 km/h since 2019, the former 100 km/h rule no longer exists. Motorcycles have the same limits as cars.

There are plenty of speed cameras: fixed, mobile, unmarked cars and average speed checks. Tolerances are small. If you are too fast, you pay.
Alcohol and drugs: little leeway

In breath this corresponds to 0.25 mg/l and 0.15 mg/l. Drivers under 18 must be at 0.0. Even a small beer can put you over the limit. Checks are frequent, especially at weekends, on the coast and on popular motorcycle routes. Drugs, including cannabis, almost always lead to heavy penalties.
Fines in Spain: often due immediately
Especially important for tourists: fines can be demanded on the spot, particularly if you don't live in Spain. If you don't pay, your motorcycle can be held until you do. Amounts change from time to time, the table shows typical values.

A small consolation: if you pay within 20 days, you get a 50% discount for most offences.
Overtaking and riding style
Not allowed: overtaking across a solid line, on hatched areas or in blind bends. Allowed: overtaking with sufficient lateral distance and using the whole lane within the markings.
Unlike in some countries, you may not filter between cars in Spain. New from 1 October 2026: in traffic jams you may use the right-hand hard shoulder at no more than 30 km/h where this is signposted.
Things that surprise many riders
- Mopeds (ciclomotores) are not allowed on motorways and autovías, a 125 is.
- If you get off outside built-up areas after a breakdown or accident and stand on the road or hard shoulder, you must wear a hi-vis vest, and so must your pillion. Pack one.
- You don't need a warning triangle on a motorcycle.
- Dashcams are a legal grey area.
And in rural areas, always expect animals on the road.
Parking a motorcycle in Spain
Allowed: marked motorcycle bays, and in many towns the pavement if enough room remains and there is no prohibition. Not allowed: blocking escape routes, entrances or ramps. Parking tickets are cheaper than for cars, but still annoying.
